Please don't do that. It would sound really odd and hard to understand. You can say "one point five millions" for 1.500.000, though, but I think you can't really say the same thing with thousands...

No, we can't say that.

The only reason anyone says "one point five million" is because a large number like that is sometimes written out as "1.5 Million" instead of "1,500,000." Anything smaller than a million is never written like that, and therefore never read like that.
