how to say that in quotes

Hi,

Please let me know how I can say the things in quotes, whether them be in long quotes or very short quotes.

Case 1:

In writing:

He is a 'fabulous' person

When spoken:

He is a "quote and unquote" fabulous person. Or?

He is a "quote" fabulous "unquote" person.

Case 2:

Jason told me, "Lee is a fabuolous person."

When spoken:

Jason told me "quote and unquote" Lee ia a fabulous person. Or

Jason told me "quote" Lee is a fabulous person "unquote."
