How to say it in English no. x2

Dear All,

Here's what the situation is like.

I'm trying to watch the news online but because of the slow internet speed the stream is not "fluent" and every few seconds the video is stopping and I have to wait for a few seconds to get the next few seconds uploaded.

1) How can I describe this situation? I'd like to be able to say the above in a more native way.
2) Do we say slow internet speed?
3) Should I say every few seconds the video stops or is stopping (I'd like to express my irritation)
4) Can we say that the stream is not fluent?
