I'm trying to watch the news online but because of the slow internet speed the stream is not "fluent" and every few seconds the video is stopping and I have to wait for a few seconds to get the next few seconds uploaded.
1) How can I describe this situation? I'd like to be able to say the above in a more native way. 2) Do we say slow internet speed? 3) Should I say every few seconds the video stopsor is stopping (I'd like to express my irritation) 4) Can we say that the stream is not fluent?
