Suppose we have a data about the number of smoking adults in a community:

year number of adults who smoking
2009 1000

2007 2000

How to describe it? I would like to express something like this:

The number of smoking adults in the community reduced/decreased from 2000 in the year of 2007 to 1000 in the year of 2009, which is 1000 off, or 50% off in percentage.
