How to say a date correctly

I have read a lot of posts on this forum regarding this subject, but still not clear if I have to use cardinal or ordinal number when saying a date.For example: Do I have to say My birthday is April 23rd or April 23? I seemed to get an impression that in speaking ordinal number is to be used and in writing cardinal number is prefered. Please confirm.

When you are speaking, you can say all these, LD: April 23, April 23rd, the 23rd of April, 23 April. The usual is April 23rd.
