Why should we say "Don't be silly."? In what situation do we use such a phrase?

I am not sure this is a good question. May be it is just me.
The question and the answers choices don't seem to match in a sensible way. Are there two people involved in this conversation or you yourself talking? Like Clive suggests, B is the best choice out of the 4, but that sounded like the person with the money is responding. Then, why used " but". I can't get it.
