how to read Figure 11-2

Hello to everyone,

The first, excuse me for my English, I am a stranger. My question is how would an English man read the text "Figure 11-2", that is the label for example for picture or graph in a book?

Also I would like to know how to read other texts. Is the following spelling correct?:

Numbers (for example in newspaper):
15689 - [fifteen thousand, six hundred and eighty nine]
15.689 - [fifteen point six hundred and eighty nine]
13-9 - [thirteen hyphen nine]

Text ".Net Framework 2.0": [dot net framework two point zero]

Hi Paul: This is what *I* would say. 689: Fifteen point six eight nine (I would not try to say hundred-tens-ones after the decimal if it's more than two digits. 0: dot net space framework two point oh

This is what *I* would say.

Figure 11-2: Figure eleven dash two
15689 : Fifteen thousand, six hundred [and] eighty nine - the "and" is optional
15.689: Fifteen point six eight nine (I would not try to say hundred-tens-ones after the decimal if it's more than two digits. 15 point twelve is okay, for example)
13-9: Thirteen dash nine (yes, you're right, it's a
