The current president of the United States is George W. Bush. He is known among some as "W," but because he is from Texas, instead of "Double U," it's more like "Dubya." At least, I'm guessing this the Dubya being referred to.

In fact, I think that both "Dub" and "Dubya" are common nicknames in the South for anyone whose name begins with W. I once knew someone named Walter who was called "Dub" by all his relatives. In Bush's case, of course, the nickname corresponds to his middle name, to distinguish him from his father.
