I was tragically born without a sports gland. (Luckily, nature has compensated by making me handsome.) Sportswriters have their own brand of English. You can't look to them for usage.

I didn't see "Davis goes #1" on the page you link to, but it looks like a headline to me, and headlines also have different rules than standard English does.

Your example, "This player is going to go 4th in this year's draft.", is right enough. Your attempt at a matching question is just about possible, I guess, but it sounds a little forced. "To go" is such a fundamental verb that the reader needs some help to get the meaning you intend. When the reader sees to go (ordinal number), he knows what that is. When he sees what you have written, the word "number" (to go), he has to fish around for the syntax, and he only hooks it when he gets to the word "draft".
