How to order this list?

How to order the above list in order to make it sense?

'traffic and litter laws and ordinances' Does it make a sense?

It doesn't seem correct?

I would like to complete this sentence correctly.

Police officers are responsible for the enforcement of traffice laws and ordinances AND litter laws and ordinances.
