How to learn phrasals and idioms?

In your opinion, what is the best way to learn phrasal verbs and idioms from Oxford dictionary?
1- Learn it as you read in English?
2- Learn it by translating them to your own language.

Ok, I read Oxford Idioms and Oxford Phrasal verbs. There are more than 6000 phrasal verbs. I need the fastest way to learn them. I started to memorizing them but it's very hard. Learning by reading sentences will have been taking so much time to learn all. Is there any other remedy????

I don't believe you read my post. I did not say read a textbook or try to memorize them. Those antiquated, ineffective methods. There is no shortcut to language fluency.
