How to improve this sentence?

Hi!

I am having troubles with the following sentence!

If Jane's parents will request a meeting with their daughter, guardian will allow that only if she will be sure that such meeting is safe for Jane – under no circumstances the parents may be under the influence of alcohol or other substances, and they must not be aggressive.

How can I improve it?
