How to identify “TO” as infinitive or preposition?

I would like to seek someone for solving the below grammar issue.

In the below sentence, whether “to” act as a preposition and “providing” is a gerund form.

Sentence:-
"Established in 1930, ABC is a professional facilities management company with around 500 employees, committed to providing comprehensive quality services to our clients."

"to + verb-ing" is not a valid infinitive construction, so this "to" must be a preposition.

Is the below revised sentence correct?

I don't like it. I would use "providing".
