how to express it?

For example:

The Republics and Democratics are in big difference (they quarrelled, argued and debated hotly). As a result, the policy failed to be adopted.

Actually I want an expression to describe the idea that two men had sharply different views and fight to advance its own position. Big difference as used in the above sentence has this meaning, i think, but is not sufficient to create the exact picture.

I would be grateful for your suggestions.
