How to explain

Where the governments do not actively discourage what we in the west would regard as objective reporting, their bureaucracies raise endless obstacles that you have to be both tireless and ingenious to overcome. Above is a paragraph from my textbook. To be honest, I just partially understand the sentence in the italic style (The harsh...) and can't expalin it in words.

Therefore, I'd be grateful if you can take time and assist me in this matter.

To me, it means that the social problems are very severe, and very obvious.

The harsh sun has no effect (good or bad) on the social issues, it only makes their nature obvious to anyone who travels there. Imagine the sun shining in the desert - it is very bright, and every detail on every rock and grain of sand can be seen.
