How to describe

How do you describe the look of somebody's face when they seem confused about something that somebody says and their eyebrows are lowered.

Lowered eyebrows generally accompany a scowl or frown , but both of those normally refer to anger or frustration. Frown , however, is also used for situations such as you describe: a frown of disbelief, a frown of concentration , etc.
