How to correctly say "insure my vehicle" ?

According to Taiwan's Compulsory Automobile Liability Insurance Act, all motor vehicles or mini electric two-wheel vehicles must be insured. If someone dosen't insure their vehicle, they will be fined due to violating the Act. I wonder whether the following question sentence is right? If not, how should it be corrected?

The sentence is "Will I be punished for not enrolling in the insurance claim for my mini electric two-wheel vehicle as required?" This sentence means that the vehicle's owner must insure their vehicle.
