How to construct impersonal sentences

I've been poring over sites and I'm finding it difficult in which sites to rely upon. So here is my question, how can I construct impersonal sentences. Typical examples are when talking about the weather or time:

it's 3 o'clock

it's bitterly cold

But those are quite easy and practically are etched in our brains.

May anyone help me in order to have a firm grasp on this? Thank you in advance for any help you can provide! It could be either your explanation or a reliable external source.
