How to conratulate a couple?

At first I should say that maybe my question is repetitive bcs my system disconnected.
How should we congratulate a new married couple?

In the States, we usually say "best wishes" to start with. I understand that "congratulations" is not the best, as it could imply that something impossible was accomplished.

Hi,

I have nothing in my mind honestly. I just wanted to know if we are in a wedding party and want to wish the best things for the couple, what the options are.
