How to brush up my English communication skill

Hi,everyone. I need your help. Let me tell you my experience today.

I met a group of foreigners from countries where English was not their mother tongue.

They spoke a lot, they spoke fast, and they spoke fluent English. Though they come from Arabic and Russian countries, they talked each other in good English. ( I found the English had some dialect, though.)

On the other hand, I could not hear their English well, let alone speak. So I couldn't join them.

You may be surprised and laugh to hear that I am an English teacher in my country and I have pretty good scores on English exams. But I have to admit that I got the score thanks to the reading section. I have a little difficulty in my ears so I cannot hear what they say well, but it doesn't matter when I speak English.

There are two types of people who are talkative and who are rather quiet. I am the latter.

"The quiet cannot be fluent speakers of English ," said my friend.

Another says that some people cannot get English speaking skills even if they study abroad or take an intensive course for English conversation program.

Do you think the talkative people are superior in speaking English?

Or the problem is on me because I have nothing to say at the moment?

Well, I am not good at making friends because no words are in my mind when I meet someone and want to make friends with them. I manage to exchange some words with him but then end up talking in a few minutes. He may find me a boring person. This might be a reason for my not being able to speak English.

Which do you think is the problem my English skill or my character, or both?
