How to avoid this iteration?

Could anyone please tell me how I should avoid the repetition of 'whether or not' in this passage:

"Whether or not sarcasm and irony are the same phenomenon or whether or not they should be distinguished in relation to intentionality, or perlocutionary effects like scorn or bitterness does not have any relevance in this paper, ...

Also, shoud do or does be used in the last line?
