How to avoid the replication in this sentence?

Hi, I'm writing an essey about enviroment. Here is the sentence:

"In this case, we should negotiate with local governments which don't offer recycling programs and persuade them to provide recycling programs."

"In this case, we should negotiate with local governments and persuade them to install recycling programs which are not currently available/ established.
