Actually, I think people talk too fast today. Your listeners will be much more able to understand if you speak clearly and distinctly.

Practice will make you faster. Speak out loud when you have the chance.
Cell phones are great props. You just hold one up to your ear and practice your English while you walk down the street. No one will notice that you are talking to yourself. But be careful of traffic!

Also you can try your best at some tricky tongue twisters.
