How to ask and answer in ratio?

Hi. How do I properly ask someone to give me a ratio of two things? And do I answer them as well?

Question - "Could you give me a ratio of red and blue pens?"

Answer - "The ratio of red and blue pens are 3 to 5"

This is my attempt. Are they appropriate?

And if you replace the to with an in between the two numbers, is it still a ratio then or something else?

E.g. "One in ten workers say they are worried they'll have to continue work indefinitely because they haven't saved enough"

The ratio of red to blue pens is 3 to 5.

One in ten workers say they are worried they'll have to continue work indefinitely because they haven't saved enough -- The relationship is obviously a ratio as well, but most would relate this to percent, I think: '10% of workers say...'
