How to address to Chargé d'Affaires?

00I'm writing an invitation letter to the US Chargé d'Affaires (we do not currently have an Ambassador) in Armenia. My question is how should I address to him: Dear [name] or His Excellency or ...??? Any advise would be helpful. [:^)]02br
