How to address an unknown American person?

I'm about to write a letter to an American person who I know next to nothing about, only his name and address. This letter will be about the upcoming Presidential elections. How do I address him? Is "Dear Mr. So-and-so" right?

No, worse. Mass produced junk mail is easily disposed of without prejudice. If I get a hand-addressed envelope, I have to open it, and if I find out it's a perso
