How to add two "and"s together.

I would really appreciate it if someone could tell me how can I use two "and"s together. I think there should be some syntax to use such constructions.

the information and communication technology, and various transport measures

In the above sentence "the information and communication technology" and "various transport measures" are two difference phrases that I need to combine. However, my question is already there is an "and" in the first phrase. Therefore, please someone tell me how can I combine both phrases together with proper writing syntax.
