I am a little bit confused about identifying whether the sentences beginning with How to are questions or titles. For example:

In some blogs, authors often put titles like '' How to gain weights.'' How to save money.''

But in some webpages, people sometimes write down the topic like ''How to do an abortion with pills?'' when they ask questions.
