I'd appreciate it if someone could tell me whether the 'sentences' such as the following are complete sentences:

How to download the software?

How to operate the tool?

If not, how can we make them complete sentences? Further, can I use a structure like these as the title of a slide in my presentation?

As presentation slide (or other document) titles they are ok, but not in question format as you can't shorten questions in this way. I assume that you are giving instruction on how to do these things rather than asking how you can do them.

can i suggest the learned teachers to first define SENTENCE, and then in the light of that definition comment on this particular sentence.

Do you mean we should say "This is how you operate this tool." or "I know how to operate this tool"? I think this was done by prior posters.

Can you say that again another way, if I'm missing your meaning? Thanks.

What I want to say is that in the original post Catlin wanted to know
how to make those two sentences COMPLETE? So before you tell him/her 
how to do this, you should let him/her know what is a complete 
 sentence? Because so far as I know a complete sentence is one which 


gives a complete sense. Therefore in the light of this
