threadbare is a predicative complement, a fronted one, in the subordinate clause how threadbare the state has become;
how is an adverb of degree modifying the adjective threadbare in the subordinate clause;
how threadbare the state has become is an indirect question and complement of the predicator has exposed.
Am I correct?
