Assessment of spoken English for me contains 3 important sections.

1) pronunciation of words in sentences.

2) accents of sentences and where one should pause(draw breath).

3) able to use English during conversations.

First two should be easy to test and teach. Just give a level appropriate passage (mostly with sentence structures they have been practicing) for them to read out loud.

The 3rd section should be comprised of conversations with school materials. (one shouldn't give a new topic for them to memorize, instead, use the topics that are relevant to their current/recent school work) Ask questions about the topics they have learned and let them answer in English. If possible, let them write a short paper about what they have been learning and let them give a short presentation on it.

(Of course, all this is under the assumption that your assessments are for younger students)

(for adults, a bit of pressure wouldn't hurt)

Depending on the students levels (if they are pretty good), you can have short debates on a simple topic.

Create a short play for them to do.

Have short interviews, court debates, reactions to certain situations... [make it more like a game challenge then just simple speech practices]
