How should I interpret this structure?

Hi~ What do you think about the structure and meaning of the sentence in red?

Which one of the two interpretations below do you think is correct?


1) This resulted in the teachers selected who delivered more than a
year’s worth of growth in student learning for a year’s worth of time.

OR

2) This resulted in the teachers selected who can deliver more than a
year’s worth of growth in student learning for a year’s worth of time.
