How secure it is to do something? / How secure is it to do something?

Which sentence is right?
I think the first sentence is right because it's a simple question but I'm confused because the second sentence was written by native speaker and I'm wondering is it right too or just a mistake.

The second version is in correct question form.

The first version is a statement, and should not be followed by a question mark.

How are you? is a proper question. How you are? is not. The subject and verb must be inverted.

woops my bad - I meant that the second sentace is right, not the first one...

This example raises the same issue in a different way.

It is right. (statement)

Is it right? (question)

I'm wondering. (statement)

Am I wondering? (question)

I'm wondering. Is it right? (statement followed by a question)

Hi. I missed your second post.

BTW, "I'm wondering how secure it is to do something," is a perfectly fine statement of the fact that you want to know something.

It's amazing how many native speakers think they can put a question mark at the end of this.

(Perhaps in another 20 years, it'll be okay.)
