Also

ARe all four useable and mean the same thing?

Use "is it" and "was it" for questions only. " This is really two sentences : one imperative and one interrogative. But this would be conversational only.

Of course you can say, "Tell me: how much is it?"
This is really two sentences: one imperative and one interrogative.
But this would be conversational only.
