I think in actual practice, if you were on the train you'd say, "How many [more] stops to Tokoyo Station?" and the reply would be, "Three more stops." If the train were in the station at the time, the current stop wouldn't be counted.

If you were on the platform, you'd say, "How many stops to Tokoyo Station?", and the reply could be, "It's three stops from here." It's possi
