I don't think it's idiomatic. I've never heard iron rail referred to as "railing" when used for a railroad. Also, you haven't said what units you're using to measure the rail(s).

Also, you haven't said what units you're using to measure the rail(s). I'd probably say "miles of track."

Sounds okay to me. "Railing" may well be the correct term for the TGV. New technology calls for new terminology.
