'how long ... for' or 'for how long ..'

Hi teachers.

Why in this question I have to use 'for' at the begining?
For how long did Halls see the man?

Shouldn't it also be right like this?
a) How long did Halls see the man for?
b) How long did Halls see the man?

Thanks in advance
