Hello, would someone please tell me if there's any difference between "how is about that" and "how about that" ?

I've only heard this in the apostrophized form: "How's about ____?"

How's about you and me go to dinner without your friend, for a change?

How's about taking out the garbage while I get the kids ready to leave?

It's very informal and certainly not correct English, but "how's about" has been around for a long time, at least in AE.
