How I imagine the events went about

I think the top military brass decided to drop the bomb on the city. This is how I imagine the events went about. The Chief Commander asked the opinion of his generals and then without hesitation he chose the most effective one without passing to a group vote, then the decision was sealed and the order was given to a lower ranking officer.


Not sure that sentence is grammatical, how would you rephrase it?
