This is not unnatural, but a more formal version would be, "What is the temperature of boiling water?"
A scientist would probably ask, "At what temperature does water boil on Mars?"

"Running water" has a few meanings.
You're right. We do say "run the plates etc."
If we say "run the plates under hot water," I believe that in most communities that would mean "pass the plates under/through a "good" stream of hot water. It may take more than one pass to do the job.

Run the plates under hot water to remove as much of the stuck food as possible before placing them in the dishwasher.
