how far down a cigarette is smoked

Hello.
This paragraph is from my book ILI intermediate 3. The words that I don't understand are 'how far down'. Does it refer to the cigarette smoke or to the cigarette?
"One way to reduce the harmful effects of smoking is not to inhale. How far down the cigarette is smoked is also significant, since the impurities are more concentrated in the last third part of the cigarette."
I think the two sentences are related to each other and it means that you shouldn't inhale the smoke deeply.
But my teacher says the first sentence means not to inhale, and the second one means not to smoke the last third part of the cigarette.

I'm afraid your teacher is right; the cigarette is smoked and 'goes down' as if it were an upright candle. If you smoke the lower third, then yes - you will have let it burn 'down' further and may have more problems with your health.
