Actually I read it from a Newsweek mag placed by one of the world's largest couriers.

1. Would it mean that this courier company has the know-how to deal with delicate medicines for their clients?

2. Would "in the best of time" do for this sentence?

Okay, I'm finally getting the picture. This is an advertising slogan placed in a magazine by a courier.

Advertising slogans are not supposed to make sense. They're supposed to get your attention and stick in your mind.
