How do you say this?

"Family code section 3048(a)"
How do you even say this? And by the way, is it just ONE single stipulation under the section 3048? or is it a CHAPTER? or what is it?

Thanks!

What do you mean by "I understand it to mean section 3048(a) of the Family Code"???? "You understand it to mean"??
