How do you say in one word in English...

1. A person who has to approve something. An "approvee" ?

2. A person who has to be notified of something: A "notified"?

1-- an 'approver' if anything 2-- No. I can think of no single word that is useful. You cannot use -er and -ee with every verb; many sound odd or ridiculous, so you must write out the description: 'everyone who should be notified'.
