How do you pronounce time?

"At 1:00" is normally pronounced as one o'clock, right? But I heard another version, at zero one hundred hours.
Then, can I pronounce "at 7:00" as "at seven hundred hours"? If so, can I pronounce "at 7:07" as "at seven hundred and seven hours" or even "at seventy seven"?
