How do you pronounce "tear " here?

"You might merely shake hands with a long-standing acquaintance but hug a close friend you have not seen in a while, and maybe even tear up."

How do you pronounce "tear " here? Is it the same as in "to tear up the letter" or as in "Tears welled up in his eyes"?
