I would, in most cases, defer to what I understand is locals' pronunciation of the city name. That is, I would pronounce the "s". However, in certain circles and moods I might, because of the song, pronounce the city name as " St. Looie". (You came a long way from St. Looie.)

Mr. Armstrong pronounced the "s" in "Louis". What would motivate you to pronounce his name in any way other than his preferred pronunciation? It seems at least mildly impolite to me.
