"What is it with you?" can stand alone to mean "What's wrong with you?"
"Why do you have this strange attitude?"

The implication is that your attitude toward something is not as others think it should be.

Your red sentence could be rewritten, "Why are some people unwilling to take some risks to follow their dreams?"
