How do we address the unknown addressee?

Dear Users,

I'm sending an email of inquiry to a university in Canada. The e-mail address I have is for general inquiries and there are no names available of anyone who works there. How do I begin the email in this case? Do I write Dear Sir or Madam, or To whom it may concern?
