How do I use the word 'when'?

Hello, English forum! I'm here to throw you guys a question today.

I've found the word 'when' to be very confusing and difficult to use in sentences. Here is an example;
'When are there many fish in the sea?'
I intend to ask for the time at which many fish(more than usual) are present.
But the above sentence doesn't seem grammartically right to me.

Well, is it correct?

When is the best time of day to catch fish?
What is the best season for catching fish?

If not,

When is the best [ time (of day) / of the year] to see fish if I want to see as many as possible?
